A full Discipline build reaches Penance with the 21st point, a channel that heals an ally or hits an enemy, on top of Power Word: Shield and Soul Warding. Shields no longer stop Warriors and Druids from gaining rage, and Priests can wand while their mana comes back.
Binding Heal and Improved Healing fit in 20 points and the 21st buys Spirit of Redemption or a first rank of Litany of Light. Prayer of Mending is a level 40 capstone, so at 30 Holy has strong direct heals and Holy Nova but nothing that matches Penance plus shields.
Water Shield, Mana Tide Totem and Nature's Swiftness all fit in 21 points, which makes it one of the best healers on mana for long dungeon runs. Riptide is a level 40 capstone, and Shamans can't wand, so spare damage comes from shocks and Searing Totem.
Swiftmend and Nature's Swiftness fit in 21 points, and HoTs let it heal on the move. Wild Growth waits for 40, and Oct 8 cut Thorns' spell power ratio from 13.3% to 6%, which shrank the free damage it adds to the tank.
Divine Favor and Illumination fit in 20 points and the 21st buys Holy Shock, but Oct 15 removed Infusion of Light's 50% boost to Holy Shock damage. It is strong on one target and brings blessings and auras, but its group healing and mana trail the others until Light's Vigil at 40.
Prayer of Mending, Riptide, Wild Growth and Light's Vigil all open at level 40, so Holy Priest, Restoration Shaman, Restoration Druid and Holy Paladin get their group tools. The healer order is the most likely of the three to change.
